Obama's Ready Reserve (Army)

OK, evidently, this is old news, but I'm just now hearing about it and I'm even more concerned about Obama than I have ever been.

Buried deep within the "Patient Protection and Affordable Health Care Act" aka Obamacare, on page 1336 is this little jewel:

Section 203 of the Public Health Service Act (42 U.S.C. 204) is amended to read as follows: "SEC. 203. COMMISSIONED CORPS AND READY RESERVE CORPS. "(a) ESTABLISHMENT.-
There shall be in the Service a commissioned Regular Corps and a Ready Reserve Corps for service in time of national emergency.
"(2) REQUIREMENT.-All commissioned officers shall be citizens of the United States and shall be appointed without regard to the civil-service laws and compensated without regard to the Classification Act of 1923, as amended.
-Commissioned officers of the Ready Reserve Corps shall be appointed by the President and commissioned officers of the Regular Corps shall be appointed by the President with
the advice and consent of the Senate.
"(4) ACTIVE DUTY.-Commissioned officers of the Ready Reserve Corps shall at all times be subject
to call to active duty by the Surgeon General, including active duty for the purpose of training.
"(1) PURPOSE.-The purpose of the Ready Reserve Corps is to fulfill the need to have additional Commissioned Corps personnel available on short notice (similar to the uniformed service's reserve program) to assist regular Commissioned Corps personnel to meet both routine public health and emergency response missions.
"(2) USES.-The Ready Reserve Corps shall-
"(A) participate in routine training to meet the general and specific needs of the Commissioned
"(B) be available and ready for involuntary calls to active duty during national emergencies
and public health crises, similar to the uniformed service reserve personnel;
"(C) be available for backfilling critical positions left vacant during deployment of active duty Commissioned Corps members, as well as for deployment to respond to public health emergencies, both foreign and domestic; and
"(D) be available for service assignment in isolated, hardship, and medically underserved communities (as defined in section 799B) to improve access to health services.

OK, Obama is able to handpick his own "ready reserve corps" who report directly to him and don't need to be approved by anyone else.  All this without consulting anyone.

The sixty-four thousand dollar question is "WHY?"

Why, with the Army, Air Force, Marines, Navy, Coast Guard, National Guard, not to mention state police, local police, first responders, etc, why, I ask again, does Obama need this?  Perhaps, more importantly, why does he WANT it?  What is he planning to do with it?  All funded by our tax dollars?

This was billed as an affordable health care law.  Looks like he very well may have established his very own private army.  Think about it.

There's simply too much to distrust this imposter to allow him to continue to ruin our country. 

Come next November, I'm voting for ANYONEBUTOBAMA.  I urge you to, too.

You want to know why he wants a Ready Reserve Corps? The purpose is explained clearly in the text you've posted. They're not Obama's personal army, they don't do anything for him personally or any future president, for that matter. Their sole purpose is "to assist regular Commissioned Corps personnel to meet both routine public health and emergency response missions." They are only used in the case of specific need, such as "backfilling critical positions left vacant during deployment of active duty Commissioned Corps members." The other branches of the military have their own positions to fill. The Ready Reserve Corps replace those who leave crucial positions vacant. Perhaps most obvious and important is that they must be "available for service assignment in isolated, hardship, and medically underserved communities to improve access to health services." In other words, in the case of under-previleged or disaster-stricken areas in which normal healthcare cannot be provided, this Ready Reserve Corps can provide service to the needy.

I think you're missing the point by focusing on an inconsequential portion of the text. The president appoints the Ready Reserve Corps, yes, but this is most likely to ensure that the members chosen for the Corps are highly qualified and hand-picked for their specialized jobs. These are not bodyguards or personal green berets for Obama's whims. These are expert soldiers specially trained to help people in need. So why does it matter if Obama picks them? All they're doing is supporting the Commissioned Corps when they're short-staffed and aiding sick Americans. I don't think helping the needy is the least bit malicious.

Also, the pictures you chose to include are laughable. The one with Obama bowing is a gesture of cultural politeness, not a submission or anything else the least bit scandalous. And the one with Obama smoking a joint was taken decades ago, when he was in college. It was a photo-shoot. And even if it wasn't, Obama admits to former drug use. Who hasn't made mistakes in their youth that they renounce and/or regret in later years? I understand if you don't want him in office, but if you criticize someone in a position you've never been in, at least do so with a modicum of class and intelligence.

Thank you for taking the time and effort to express your opinion about my opinion.

I'm at a loss as to why you have spent so much time in responding to my blog today.

With the responses given, it appears that my words have affected you in some way.

Normally, when I read blog posts that I disagree with, I usually ignore them. You have spent a fair amount of time (at least an hour and a half as judged from the time stamps) in formulating a response.

I find this fascinating.
